House Debt Ceiling Legislation Passes.

HR 325, the “No Budget, No Pay Act of 2013” has been passed by the House of Representatives.  It is expected to pass the Senate, and the President has said he will sign it.  Sponsored by Rep. Dave Camp (R-MI), Chairman of the Committee on Ways and Means, the bill, introduced January 21, 2013, would provide the federal government with borrowing authority through May 18, 2013 in return for holding the salaries of either the House or the Senate if they have not passed a budget resolution by April 15.  The Senate has not passed a budget since 2009. 

In a related effort, the Senate passed, by a vote of 78-16, a package of rules reforms.
